You might want to get them to change browsers.  With Netscape 4's
poor support for accessibility, assistive technology, and HTML/CSS
standards, there's a good argument to be made that requiring the
use of Netscape 4 is in violation of equal access/fair accommodation
laws.

I suggest Netscape 6 or Opera 6.
